Fraud allegations against Roman Zhogov
On December 2, in the Leninsky District Court of Voronezh, a measure of restraint was chosen for Roman Zhogov, who is suspected of fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). Roman Zhogov is the president of the United Russia group and a member of the City Duma for the V stanza (after the trial, his membership in the party was suspended).
The people’s choice will be to spend New Year’s, Christmas, and the Feast of the Three Kings in the pre-trial detention center. He will stay there for at least two months, until January 29, 2023, if the arrest can’t be fought. If the preventive measure is not extended at the end of this time, Roman Zhogov will meet in the chamber on his 46th birthday.
His wife, Maria, is the second person being looked at in this case.
In general, the defense was determined to fight the petition of the investigator for especially important cases of the regional Investigative Committee of the Russian Federation, which was supported by the prosecutor. If the court decides not to send Zhogov to a pre-trial detention center, the lawyers drew three possible outcomes: bail, a ban on certain actions, and house arrest. But the judge, Dmitry Mayorov, was firm, as the final decision shows.
What took place inside the courtroom?
Roman Zhogov is brought into the courtroom by a guard. When the suspect finds himself in the “aquarium” without handcuffs, it is still “United Russia,” but he takes off his jacket and stays in a T-shirt.
Around us, cameras and flashes go off and on. The MP gets a baptism. Judge enters.
beginning of a meeting to determine the appropriate level of restriction
The victim, Alexander Provotorov in this instance, is the only item absent from the image (a former deputy chairman of the Voronezh City Duma, now sentenced to 2 years in a general regime colony for fraud and wishing to be released on parole).
Right at that moment, a request comes from the Investigative Committee to end the court session because the secret of the investigation could be revealed. Roman Zhogov pronounced, “I have nothing to conceal; I’m not guilty,” quite emphatically (he will repeat this more than once). based on your judgment. Dmitry Mayorov chose not to adjourn the meeting after seeking the opinions of the other participants.
After Mr. Zhogov’s personal information and health were cleared up, it was found that he had a bad heart. In fact, he was taken to the hospital twice during the investigation and while he was being held temporarily. The deputy was told what he could do (on the one hand, a boring legal speech; on the other, an obligatory part of the meeting).
The investigator backed up the motion to choose detention as a way to restrain a person who was suspected of fraud on a very large scale. There are reasons to think that Roman Zhogov, who has been in public office for a long time and is now a deputy in the city duma and has a lot of connections, can put pressure on the victim and witnesses to get them to change their stories or interfere with the investigation in other ways while he is still at large. All the details of the crime are being worked out, and evidence is being gathered.
The prosecutor remembered that the wife of the deputy is also a suspect. And he shouldn’t choose a preventive measure that doesn’t involve isolating himself from society, since there’s no guarantee that he won’t be able to talk to his wife.
The defense tried to block.
The lawyers didn’t agree with the petition as written because they thought the language about the deputy’s many connections was vague. They presented their evidence, which showed that Zhogov could be given a less severe preventive measure. For example, he could be given a bail in the amount of the damage claimed (more than 2 million rubles), with the first 500 thousand rubles going to the deputy’s father-in-law, and he could be banned from doing certain things because he is the only one in his family who works.
Another option is house arrest, which he can do at home or in an apartment near where he registered (during this time, his wife could move into the house without him) or in a rented place on Karl Marx Street.
The suspect’s apartment’s owner, who lives in a prime location in central Voronezh and is willing to rent it out while the suspect is under house arrest, was also summoned to court. The elderly lady resides independently in Shilovo.
The defense says that Roman Zhogov’s own sister could watch over and help him while he is under house arrest.
The girl said that she was in her fifth year at VSTU and now had time for her deputy brother. If the court thinks it’s possible, the student is ready to buy her relative the things he needs, including things for personal hygiene. She is also ready to take care of him. It won’t hurt her in school.
United Russia’s sister is willing to spend 150,000 rubles on him, which is enough money for braces. The selfless student, on the other hand, is willing to give up money for her brother. With these funds, you might be able to live at home for two months. And what will happen next, since the investigation could take up to a year? The girl said that after she graduates, she wants to get a job.
Declarative statements by Roman Zhogov
“A lot of people know who I am and where I stand on many of the city’s pressing issues. I believe these are political orders and retaliation. The case initiated on formal grounds based on the statement of my opponent, with whom I competed for the position of first deputy in 2020, inspires a certain amount of skepticism. My condition prevents me from ensuring my safety to the fullest extent, despite receiving two calls for an ambulance.”
“Please take into account that my daughter is experiencing a great deal of stress, particularly after they searched the residence. It is extremely difficult for me to be there, and it turns out my heart is feeble. I was extremely incensed that I was charged with this. I was astonished. I am not at fault, and neither is my wife. During the investigation, I will provide the requisite proof; I passed the 46th (according to Article 46 of the Criminal Procedure Code of the Russian Federation, I refused to testify—ed.). I consumed it for medicinal purposes. I believe this is my opponent’s political directive. Please consider the advice of my attorneys. If I am currently incarcerated, I will not be able to testify adequately, which will hinder my ability to defend myself.”
“I think it’s quite specific to my case that they want to lock me up. I will not identify individuals, but I believe we will return to this topic later. I was astonished when they summoned me one at a time and presented a second individual when I was feeling awful. Investigational activities lasted nearly a day. I went without food or sleep for two days. This is a preposterous claim. He remains incarcerated, by the way. I believe the investigation will resolve the situation. Everyone is aware of who placed the order.”
Conclusion of the probe
Investigators say that in 2010, Roman Zhogov, who was the first deputy head of the ER regional executive committee, went to Alexander Provotorov, the director of the Voronezh Experimental Mechanical Plant and a member of United Russia, with a request for monthly funding for the party. He told Provotorov that the party needed a fake job for Maria Volodina, who later became his wife.
Zhogov had to agree with the party line for Provotorov to keep his job, and he did so by putting a woman in the company in the position of a specialist in financial analysis in the department of economic planning and marketing.
Zhogova worked from November 1, 2010, to May 27, 2020, but she never went to work. She still got paid. The money wasn’t used for the party. Instead, the Zhogvoykhs spent it as they saw fit. So, 2 million, 386 thousand, 492 rubles, and 32 kopecks were stolen from Provotorov by the deputy’s family.
But this hasn’t been proven yet.
It’s interesting that Abireg’s contacts think that Alexey Pinigin, who used to be vice-speaker of the City Duma, was in charge of the ER cash desk at the time. Don’t forget that he is also being charged with fraud on a large scale. The investigation suggests that the contractor gave him 9.2 million rubles in exchange for a promise that the building of a social facility in the Gribanovsky district would be accepted and paid for on time.
Alexander Provotorov, who was said to be the victim of the fraud, was found guilty of election fraud and is now in a prison colony serving his sentence. Alexander Provotorov may have gotten involved in a colleague’s criminal case because he wanted to lessen his sentence or get out on parole.
When the court came out of the room where they talked about the case, they read the decision, which was mentioned at the beginning of the material.
“It is believed that Zhogov committed a major offense, which, according to the law, carries a significant amount of time spent incarcerated. According to the investigation, the events that Zhogov is suspected of committing happened between 2010 and 2020. Evidence is still being gathered in the case, and the details of what happened are being worked out. The court has reason to believe that Zhogov, who is not isolated from society and knows the other people involved in the case because of his social status and connections with government officials, was behind the crimes.
All of the information about the suspects, including the fact that they have a legal place to live and a legal place to work, a minor child who has never been convicted of a crime, a recommendation for work and political activities, a good review from their place of employment, and information about where they live and how much money they have, are not enough to choose someone else. Zhogov can be held in the pre-trial detention center because there are no medical reasons why he shouldn’t be.
Roman Zhogov’s representative said that he didn’t think the head of the plant was the victim. He said that the version of the investigation that he had heard pointed to damage to the business itself since the director had used the business’s money for non-business purposes. Stanislav Ryvkin, a lawyer, told the newspaper Kommersant that the decision would be contested.
At the meeting, Roman Zhogov himself said over and over that he was innocent. The deputy answered almost all of the questions, but he wouldn’t say who his criminal client was. He said, “You already know.” The suspect asked everyone there if he should stop thinking about it “after this.” One of the journalists joked, “If only to the State Duma.”
The suspect’s feelings showed that he was not ready for this turn of events.
On November 30, people found out that Roman Zhogov had helped with an investigation. True, it wasn’t clear what the deputy’s job was back then. They said that it might be a trick. That’s how it went down, as you can see.
Roman Zhogov could go to prison for up to 10 years.
Roman Zhogov is the leader of the United Russia party’s group in the Voronezh City Duma. He is also the deputy secretary of the United Russia party’s regional branch in Voronezh, a member of the presidium of the regional political council, and a member of the regional political council. As part of a citywide party list, he was elected to serve in the 5th convocation of the Voronezh City Duma in September of the year 2020. He is a member of the permanent budget, economic planning, tax policy investments, urban planning, and land relations committees.
Over the years of hard work, United Russia got a badge of honor, letters from the government, and a letter of thanks and gratitude from the President of Russia. Now, United Russia is no longer a member of the party. But none of this helped him get out of the place where he was being held before his trial. “Notebook Voronezh” looked into how much Roman Zhogov, who works full-time in the City Duma, his wife, and their young child made over a number of years.
For the year 2021, the will of the people was made abundantly clear in the following manner: The family breadwinner earns 2 million, 220 thousand, 043 rubles, and 3 kopecks annually, which is equivalent to 185 thousand rubles per month. He has a Volkswagen Touareg, land shares, a country house, and an apartment. In the last year, the deputy’s wife reported having $1,150,000, a Toyota RAV4, and almost the same amount of real estate.
It seems that Zhogov had one more piece of land in 2020. The rest of the picture looks the same as it did in 2021. Over the course of a year, they made 2,296.441 rubles and 17 kopecks. But Maria Zhogova’s income was 126,201 rubles and 3 kopecks, which is 10,500 rubles per month.
